International Symbol of Access (ISA)

The State of New York and the State of Connecticut require a ‘dynamic accessibility’ ISA wheelchair symbol (dynamic character leaning forward with a sense of movement). It is worth noting that while the ADA has not accepted any alternative to the compliant International Symbol of Accessibility, in 2014 New York State passed a law to require the use of an alternative wheelchair symbol, and to prohibit the use of the word “handicap/handicapped” on signs of accessibility.

In 2016, Connecticut became the second state to legislate the use of this contemporary wheelchair symbol on signage. The symbol is often called the active-style wheelchair, action-style wheelchair, dynamic wheelchair symbol, or speedy New York style wheelchair symbol.

The US Access Board issued guidance (bulletin), and while ADA Standards do not recognize specific substitutes for the ISA, they do generally allow alternatives that provide equivalent or improved accessibility and usability under an ‘equivalent facilitation’ provision. Given this, we do not anticipate compliance issues with the dynamic accessibility symbol in NY and CT, but we do recommend checking with any local/state authorities/regulations and inspectors for approval on your sign project (as the ADA officially only recognizes the ISA as ADA compliant).
